## How do you set up central purchasing across many branches?

The structure that usually works is **a central agreement with direct branch delivery**: price and supplier are fixed centrally, one order is placed, the supplier delivers to each branch with its own delivery note, and a single invoice goes to head office. It keeps price control without the cost of a central warehouse and internal distribution.

The need arises at the branch, but purchasing sits at headquarters; there’s no company card and petty cash is limited. A branch employee’s request for “one box of paper” turns into head-office approval and supply organisation. We know this model inside out — AKSCO was built precisely for this flow.

We define standards and a price list with your head office once; your branches report their needs, and we ship from the approved list per location. Invoices are either separated by branch or consolidated on a single account — your accounting team’s choice.

## Four duties that scale with headcount, not with branches

In a multi-site organisation the supply plan is usually built as “so much per branch”. These four items scale with the headcount and hazard class of each location instead — which is why central purchasing so often comes up short.

Scaling rules for multi-site organisations in Türkiye

| Subject | Requirement | Basis |
| --- | --- | --- |
| Number of trained first-aiders | Low hazard: **one per 20 employees** · hazardous: **one for every 15 employees or fewer** · highly hazardous: **one for every 10 employees or fewer** | First Aid Regulation, Official Gazette 29.07.2015 / 29429, Article 19 |
| Validity of the first-aider certificate | Valid for **3 years**; refresher training must be taken in the **3 months BEFORE** the certificate expires — not after (rule reversed by the 27.12.2025 / 33120 amendment) | First Aid Regulation (Official Gazette 29.07.2015 / 29429), the article governing the first-aider certificate. Across many branches this is a recurring annual training line in the budget |
| Emergency support staff | Separately for *each* of **search-rescue-evacuation** and **firefighting**: at least one person per **30** (highly hazardous), **40** (hazardous), **50** (low hazard) employees. Drill **at least once a year** | Regulation on Emergency Situations in Workplaces, Official Gazette 18.06.2013 / 28681, Articles 11 and 13. One person is enough in a low-hazard workplace with fewer than 10 employees |
| Colour proportion on safety signs | Prohibition (circle): red **≥ 35%**. Warning (triangle): yellow **≥ 50%**. Mandatory (circle): blue **≥ 50%**. Emergency exit and first aid: green **≥ 50%**. Firefighting: red **≥ 50%** | Health and Safety Signs Regulation, Official Gazette 11.09.2013 / 28762, Annex 2. Where daylight is poor, fluorescent colour, retroreflective material or artificial lighting is also required |

When signage is bought for hundreds of branches at once, the colour proportion is the condition most often missed — cheap printing usually drops the red area below 35%.

## Frequently Asked Questions

**Other industries:** [Manufacturing & Factories](https://aksco.com.tr/en/industries/manufacturing-factories/) · [Logistics & Warehouses](https://aksco.com.tr/en/industries/logistics-warehouses/). Industry pages group the same items by where the work happens; to browse by material instead, see [product categories](https://aksco.com.tr/en/products/), and [the free calculators](https://aksco.com.tr/en/tools/) for the quantity decisions.

Do you deliver to each branch separately?

Yes. One order is placed with a location breakdown table; each branch receives its own shipment and delivery note. Branch address, receiving person and phone number are the fields that prevent delays.

Is a single invoice issued?

Yes. One invoice is issued to the head-office entity; a location breakdown can be attached as a separate table on request. The account is also held at a single point.

Can branches place their own orders?

It depends on the setup. Once a central agreement is in place, branches can order from the agreed list and prices — which speeds up operations while preserving central price control.

How do we compare consumption between branches?

Compare per-person consumption, not totals. A branch with 60 staff will always consume more than one with 20; dividing by headcount is what makes the two comparable and surfaces the real outlier.

Do you ship outside Türkiye?

Yes. We deliver across all 81 provinces of Türkiye and arrange export shipments abroad. On export orders the delivery term is agreed at quotation stage under Incoterms 2020 — EXW, FCA, CPT or DAP — and the quote states which party arranges and pays for carriage, and where our responsibility ends. Country of origin, HS code and any conformity documents needed for export are settled at the same stage.

What does an export quote include, and what does it not?

It includes the goods, export packing where required, and carriage up to the point defined by the agreed Incoterm. It does not include destination-country duties, taxes or customs charges — those sit with the buyer. Cargo insurance is not automatic under EXW, FCA, CPT or DAP; if you want it arranged, say so in the request and it appears as a separate line. Turkish VAT is zero-rated on exports once export clearance is completed.

Is there a minimum order for an export shipment?

There is no fixed minimum, but freight economics set a practical floor: on a low-value single-line order, carriage can exceed the value of the goods. Consolidating several categories into one shipment is usually what makes an export order worth placing — which is the same reason our buyers consolidate domestically. Tell us the delivery country and we will say honestly whether the freight makes sense before you spend time on a specification.

These three questions are the same on every category and industry page. The full answer — Incoterms, the document set and ISPM 15 packing — is in our [export shipping guide](https://aksco.com.tr/en/insights/export-shipping-from-turkiye/).

How this typically runs — an illustrative scenario

A financial institution with 27 branches builds a standard product list for stationery, refreshments and cleaning. Branches report monthly needs on a simple sheet; AKSCO delivers to every branch within the same week and head office receives one consolidated invoice.
